A Second Framework

 

A second category of elements is then introduced: programs whose m2 or requirements render them unfit to fill entire bands. These smaller kiosks, refreshment bars, playgrounds, and picnic areas are scattered according to mathematical point grids. The nature of these grids is consistent (“compositional permutations of a series of identical, strong, colorful, recognizable elements that will litter the site”) but their positioning within the bands means that each item takes on a unique contextual identity. These elements, small enough to survive future programmatic shifts or alterations, posit a consistent second system, this time of a defined architectural nature, that not only survives alteration but is absorbed by it, and therefore exerts a bit of its character on the otherwise autonomous Metropolis. Koolhaas calls this system "tectonic confetti."
